costs. Soft costs include professional fees,
furniture, furnishings and other owner responsibilities. The soft costs typically represent an
additional 20% of the construction cost.

not included in the cost magnitude are the costs of land acquisition or site
development.

We
have identified the inadequacy of the existing school sites. Since we do not have current site surveys
that include topographic information, property line information, delineation of
wetlands, and utility location, we are not able to address the costs associated
with the adequacy issues identified in our report.
3.
The
costs identified for the ADA renovations do not represent the work required to
correct all of the noncompliant items identified in our report. The cost reflects our opinion of items that
would be required to be repaired in order to provide program accessibility.
4. Not all of the adequacy issues identified in our report have the associated repair costs identified; for example, items such as noisy unit ventilators, window screens, window shades, carpet replacement and appliances. We feel that these types of expenditures should be allocated to the school operating budget and not be financed through bond referenda.
General School System Items
1. We recommend that a security system consisting of a surveillance camera and an entry release buzzer system be installed at all of the schools in Lincoln. The cost magnitude for the security system is $100,000.
2. Exterior Envelope
The exterior envelopes of the schools are in adequate condition. All of the roofs in the school system have been recently replaced, with the exception of the roof over the high school auditorium, which is scheduled to be replaced shortly. The main areas of concern regarding the exterior envelope are the original windows in the elementary schools and high school. We recommend replacement of the windows. The total cost for the window replacement is in the magnitude of $1,500,000. We do not address the cost of the window replacement at the middle school because these costs are built in any renovation that will occur at the middle school.

Central Elementary School
A summary of the adequacy issues identified in our report includes the size of the library, the lack of an art and music classroom, the lack of a health classroom, the inadequacy of the clinic and the lack of conference room and work space. Also of concern is the number of restroom fixtures provided for the students.
The following drawing identifies the areas that would be able to be renovated once the sixth grade is relocated to the middle school. They include the doubling in size of the current library, the creation of a new art room, a special education room and a music room. In addition, the existing library space would be renovated into a health classroom and expanded clinic. The current resource room, which would be relocated, would be renovated into a workroom and conference rooms. The existing boys’ and girls’ lavatories would be expanded. This renovation work would allow for the gymnasium and cafeteria to be used for OTPT.

Lonsdale Elementary School
Since the latest 2000 census information is not available, but is expected to identify
some possible future increase in the elementary school population, we wanted to identify a school that would be able to accommodate an elementary school addition. We feel that this will be best accomplished at Lonsdale Elementary School. Our plan shows the possible addition of four classrooms and the addition of a cafeteria or multipurpose room, PE office space and storage.
A summary of the adequacy issues identified in our report includes the size of the library, the lack of a music room, the use of an original corridor for a reading room and the lack of PE office and storage space. The attached drawing identifies how the sixth grade rooms vacated by their relocation to a middle school could be utilized. It includes the almost doubling of the library square footage, the renovation of two existing classrooms into an art room and reading room, and the renovation of the existing art room into a music room.

Northern Elementary School

Also, a general lack of storage room exists in the building. The attached drawing identifies our proposal of utilizing the space vacated by the sixth grades once they are relocated to a middle school for the creation of three new resource rooms, an ESL room and a recovery and ESL room. The existing spaces relocated to the new spaces have no exterior windows and we feel would be best suited for storage rooms. The two special education rooms currently adjacent to the art room would be renovated to accommodate an expanded art classroom.

The attached drawing proposes the following changes: the spaces vacated by the relocation of the sixth graders to a new middle school allows the renovation of those spaces into a new music room, a new room for a social worker and psychologist, and a new second grade that is to be relocated from Fairlawn.
